PLANNING & ZONING COMMISSION SPECIAL MEETING MARCH 23, 2010
Present: Regular members Pat Hare, David Colbert, Chris Hopkins and James LaPorta. Alternate member Josh Tyson, commission staff Karen Griswold Nelson and commission planning consultant Tom McGowan
Absent: Regular members Lynn Cheney, Heidi Kearns and Alternate members Emilie Pryor and Buddy Hurlburt.
Others present: First Selectman Gordon Ridgway and Selectmen K. C. Baird and Richard Bramley.
Chairman Pat Hare called the meeting to order at 7:03P.M. in the Cornwall Library with a quorum established. All members participated in the evening’s proceedings.
Presentation from representatives from Milone and MacBroom/Harrall –Michalowski Associates of the marketing analysis document titled “Cornwall Village Centers Marketing Program” prepared for and submitted to the Planning & Zoning Commission as part of the village center study recommended in the draft Plan of Conservation and Development.
Mr. Richard (Dick) Harrall, principle and professional planning consultant from the firm of Harrall-Michalowski Associates, a Milone and MacBroom Company gave an overview of the “Cornwall Village Centers Marketing Program” as filed in the Cornwall Town Hall and made available to the commission and public, in hard copy and electronic form on the Cornwall website.
The floor was opened to the public for comment. Mr. Hare asked selected townspeople and/or business persons to speak to the report, including Pricilla Miller (Bain Realty- West Cornwall and West Cornwall resident), Anne and Paul Baran (Town Plan of C&D subcommittee members and Cornwall Bridge residents), and Todd Piker (West Cornwall businessman and Cornwall Bridge resident and businessman.) Questions and comments were fielded from the public at large.
First Selectman Gordon Ridgway gave an overview of current programs and opportunities being pursued by and on the behalf of the town, including the façade improvement grant, the “Visit Cornwall” program and general signage on the state roads in Cornwall.
Commission planning consultant Tom McGowan provided recommendations to the commission regarding the next couple steps that could be taken by the commission to support the findings of the report and economic development in general, including the appointment of a temporary subcommittee including members of the community to provide recommendations and to feed information to a collaborative and regional economic groups and provide encourage to local organizations to be participants in the process. Discussion of the commission’s next steps was to be revisited.
Action on Draft Plan of Conservation of Development as amended.
Approval of the draft copy as prepared and amended and as filed in the Town Clerk’s Office, and
Date of adoption.
Deferred until the next meeting.
