MINUTES OF A REGULAR MEETING AND PUBLIC HEARING OF THE
CORNWALL
PLANNING
AND ZONING COMMISSION HELD ON AUGUST 10, 2004.
A Regular Meeting of the Cornwall Planning and Zoning Commission was held at 7:30 pm on Tuesday, August 10, 2004, in the Cornwall Town Hall. Present were: Chairman Richard Lynn, presiding; members Chris Hopkins, Anne Kosciusko (at 7:50pm), Doc Simont and alternate Heidi Kearns. Heidi was designated to vote for an absent member. Also present were Land Use Administrator Karl Nilsen and Land Use Clerk Vera Dinneen. The Meeting adjourned to the Public Hearing at 7:35pm and reconvened at 7:48pm.
PUBLIC HEARING
Special Permit #190 Peter & Michelle Gorat, Dibble Hill Road
To establish an accessory apartment use
Peter & Michelle Gorat presented the application. They submitted their Torrington Area Health approval, which was the only item that was missing according to Land Use Administrator Karl Nilsen. Karl has visited the site. Henry Olko, neighbor to the applicant, stated that he has no problem with the application as long as it will have no affect on his property. No one spoke against the application and the hearing on it was closed at 7:42. A tape recording was made and is a part of these Minutes.
Special Permit #191 William Morehouse, Hollenbeck Road
To
establish a Traditional Home Business
Bill Morehouse presented the application. He plans to construct cabinets and other small items in the proposed woodworking shop. There will be no retail sales on site. Use of any loud machinery will be limited to the hours of 7am to 5pm. Karl stated that the shop meets the square footage requirements. No one spoke against the application and the hearing on it was closed at 7:48. A tape recording was made and is a part of these Minutes.

The Minutes of the Regular Meeting of July 13, 2004 were approved as circulated.
APPLICATIONS FOR ZONING PERMITS
The monthly report of zoning activity by staff was briefly
reviewed.
OLD BUSINESS
Special Permit #190 Peter & Michelle Gorat, Dibble Hill Road
To establish an accessory apartment use
The Special Permit was unanimously approved with the condition that the parking area be drawn on the submitted site plan.
Special Permit #191 William Morehouse, Hollenbeck Road
To establish a Traditional Home Business
The Special Permit was unanimously approved with the condition that the parking area be drawn on the submitted site plan.
Commission Proposed Amendments to Subdivision Regulations
NWCCOG has redone the Subdivision regulations and copies were distributed to members to review for errors. The amendments include the incorporation of all previously approved amendments, miscellaneous technical amendments to conform to new statutory requirements and an updated reference to the CT Guidelines for Soil Erosion and Sediment Control. It was unanimously voted to set the Public Hearing for September 14, 2004.
Commission GIS Natural Resources Mapping
Rick Lynn reported that Colin Gold has volunteered to help the Commission with the GIS mapping preparation. Rick suggested drawing from the ÒConsultingÓ line item in the budget to hire someone to do the actual mapping. He listed the maps which the Town of Sharon has done, a couple of which Cornwall already has. There were questions about whether the project needed to go out to bid. It would be sensible to hire HVA because they already have much of the Cornwall information on file and have done other mapping for the Commission in the past. Rick will ask the First Selectman about the bid process and bring a tentative list of maps to be prepared to the next meeting.
NEW BUSINESS
Subdivision NWI, LLC, Poughkeepsie Tpke.
To divide 10.354 acres into two lots
The map and engineerÕs report were not submitted. It was
unanimously voted to table this item until the application is complete.
COMMUNICATIONS
Karl gave a brief verbal summary of all current enforcement issues:
Furnace Brook Farm is almost complete
The exterior project at CCS seems to be stabilized
He is making 1-2 visits per week to the new ball field on Furnace Brook Rd. to make sure proper sedimentation controls are in place.
He is continuing to monitor and work with the Berkshire Country Store.
When/if work at the office and inspections slow down, he plans to speak to each business in town regarding their signs and attempt to get them to comply.
There are 86 open zoning permits at this time and he visits each one regularly.
