MINUTES OF THE
OCTOBER 6, 2011 SPECIAL MEETING –
LOWER RIVER ROAD, WEST CORNWALL
FOLLOWED BY A SITE VISIT TO 55 POPPLE SWAMP ROAD

Present: Regular members D. Stevenson Hedden, Roger Kane, Alternate members Andrew MacDavid and Doc Simont and Land Use staff Karen Griswold Nelson.
Absent: Regular members Celia Senzer, Adam Fischer and William Hurlburt.
Others present: David Battista from Lenard Engineering, First Selectman Gordon Ridgway and Phil Hart, representing the Housatonic River Commission.

Chairman Hedden called the meeting to order at 12:00 PM at the Lower River Road bridge with a quorum established. Mr. MacDavid was seated for regular member Celia Senzer and Mr. Simont seated for regular member William Hurlburt.

REVIEW AND ACTION ON LOWER RIVER ROAD BRIDGE BID PACKAGES.
App#555 – Town of Cornwall applicant/owner – Emergency repair of the bridge on Lower Pertaining to River Road over Mill Brook – Lower River Road.

Mr. Battista, Mr. Ridgway and Mr. Kane gave an update on the bridge project since the October 4th Inland wetlands meeting. Mr. Ridgway addressed the meeting with DEEP fisheries division personnel the previous day regarding the design of the bridge after which the DEEP had signed off on the proposed design with minor modifications. Mr. Battista and Mr. Kane addressed the design proposed by Mohawk Northeast in a $497,000.00 bid received that morning for a bridge design containing pre-cast concrete deck units, a 25 foot span, drilled concrete filled micro-piles for support and a rip rap grouted channel including a fish pool. After discussion of the design,
Motion made by Mr. Simont, seconded by Mr. MacDavid for a conditional approval of App#555 subject to review of the de-watering plan, E&S controls, and construction sequence when available.

Commission members and staff left the bridge site to review the area up to and including the Trapp property and reconvened at the bridge.

Griswold Nelson, addressed receipt of support information for App#557 – Kent Greenhouses applicant/Nick and Caroline Daifotis owners – “Emergency” repair for damage to pond banks and stream banks, reinforce stream banks (all damage due to recent storm events) – 55 Popple Swamp Road.
Based on the information supplied, commission members, Messrs.’ Kane, MacDavid and Simont and Griswold Nelson reconvened for an “emergency” site visit at 55 Popple Swamp Road with final adjournment from 55 Popple Swamp Road at 1:15PM.
