MINUTES OF THE
DECEMBER 17, 2011 SPECIAL MEETING - 416/418/420 SHARON GOSHEN TURNPIKE
ACROSS FROM 7 RIVER ROAD MICHAEL TRAPP PROPERTY
Present: Regular members D. Stevenson Hedden, Adam Fischer, William Hurlburt,
Roger Kane and Andrew MacDavid and Land Use staff Karen Griswold Nelson.
A. CALL TO ORDER BY CHAIRMAN.
Chairman Hedden called the meeting to order at 7:30 AM at 416 Sharon Goshen
Turnpike with a quorum established.
B. PENDING APPLICATIONS:
App#556 – Michael Trapp applicant/owner – restoration of banks
and repair to stone wall impacted by recent floods – 7 River Road.
Bart Clark, PE and principle of Oakwood Environmental, was in attendance to
represent the application. Others present and allowed to participate in the
proceedings were Michael Trapp and Mary Dezenutis and abutting property owners
Mary Miscekoski and Skip Lush.
Revised mapping entitled “Michael Trapp – Stream bed stabilization
– 7 Upper River Road, prepared by Oakwood Environmental Engineers, dated
12/01/2011 revised to 12/17/2011 showing “removed stone deflectors and
rubble and stone removal per discussion with Army Corp” was made part
of the record for review and discussion.
All in attendance reviewed the existing river and river side conditions and
discussed the plans as presented. With agreement that all of the concerns
of the Commission had been answered and that the application as presented,
with minor modification represented “temporary measures” as represented
on the plans provided,
Motion made by Mr. Hurlburt, seconded by Mr. Kane to approve App#556 as per
the plans and oral testimony provided with the following conditions: 1. the
stone rubble and debris as shown on the original plan be removed, 2. all of
the work proposed be done under the direct supervision of the project engineer,
Mr. Bart Clark and 3. It is the responsibility of the applicant to provide
proof of financial responsibility: unanimously approved.
App#561 – Mary Miscekoski applicant/owner – Petition for a declaratory
ruling for restoration of riverside property impacted by recent floods –
420 Sharon Goshen Turnpike.
The Commission reviewed proposed modifications to the application submitted
since the original application with agreement that the modifications that
Ms. Miscekoski proposed were best undertaken when the final measures for the
overall riverbank restoration for all properties were submitted to and approved
by the Commission.
Motion made by Mr. Fischer, seconded by Mr. Kane to remove modifications to
App#561 from the table: unanimously approved.
Motion made by Mr. Hedden, seconded by Mr. Mr. Kane to approve App#561 as
originally submitted with no modifications; unanimously approved.
C. ADJOURN
Motion made by Mr. Fischer, seconded by Mr. Kane to adjourn at 7:55AM; unanimously
approved.
