MINUTES OF THE
SPECIAL MEETING OF THE CORNWALL BOARD OF SELECTMEN
Monday, August 20, 2007
4:00 p.m. - Town Hall
PRESENT: First Selectman Gordon Ridgway, Selectman K.C. Baird, Selectman Richard Bramley, one citizen
First Selectman Ridgway called the meeting to order at 4:05 p.m.
MINUTES: Selectman Bramley made the motion to approve the minutes of August 6, 2007 as presented. Selectman Baird seconded. Motion passed unanimously.
COMMUNICATIONS: First Selectman Ridgway informed the Board of his communication with Mrs. Nimkin concerning shooting in the neighborhood. State police have informed First Selectman Ridgway that discharging a firearm for target practice is allowed on private property on all days of the week. First Selectman Ridgway advised Mrs. Nimkin to speak to her neighbor.
First Selectman Ridgway informed the Board of a letter from Mr. Wilkinson of his concerns of increased traffic on Dark Entry Road should the affordable housing go in. The Board discussed the traffic pattern and road condition of Dark Entry Road. First Selectman Ridgway will write a reply to Mr. Wilkinson.
AQUARION PUBLIC HEARING: The Board discussed the upcoming public hearing concerning Aquarion’s request for a 27.86% rate increase. Aquarion services the Cornwall Plains area. The Board discussed the increase.
Selectman Baird made the motion a letter be written to Aquarion on behalf of the Board of Selectmen requesting the rate increase be spread out over a span of time. Selectman Bramley seconded. Motion passed unanimously.
FEMA: The Board reviewed a spreadsheet of costs of storm damage from the April northeaster. The Board discussed the figures and work done. A letter of kudos was received from the FEMA Project Officer thanking Barbara Cantoni and Rick Stone for providing the necessary documentation which made his job much easier. The documentation is finished. Some areas have been approved for reimbursement for storm damage. The Board awaits the decision on the remaining areas.
ROAD RESURFACING: Road resurfacing, aka “oiling”, will be done the week of August 27-30, depending on the weather. The Board discussed the job to be done. Roads in East Cornwall and Cornwall Plains are on the schedule.
CORNWALL BRIDGE LIGHTS: First Selectman Ridgway reported to the Board he had written a letter to the Department of Transportation requesting the state take over the street lights in Cornwall Bridge that are presently paid for by the merchants there. The state will assess the area. The Board discussed the intersection lit by the lights.
BILL PAYMENT: Bills were paid in the usual manner with discussion.
EXECUTIVE SESSION: First Selectman Ridgway made the motion to go into executive session to discuss personnel. Selectman Baird seconded. Motion passed unanimously. The Board went into executive session at 4:30 p.m.
The Board came out of executive session at 5:20 p.m. No action was taken.
