MINUTES OF THE SPECIAL MEETING OF THE
CORNWALL BOARD OF SELECTMEN
Thursday, October 13, 2011 - 9:30 a.m. - Town Hall
PRESENT: First Selectman Gordon Ridgway, Selectman K.C. Baird, Selectman Richard Bramley, Mr. Andrew Hingson, two citizens, one reporter
First Selectman Ridgway called the meeting to order at 9:36 a.m.
RUMSEY DEMOLITION LIEN: Selectman Baird made the motion to move the agenda item Rumsey Demolition Lien to the end of the meeting. Selectman Bramley seconded. Motion passed unanimously.
GUIDERAIL BIDS: The Board discussed bids received for guardrails. First Selectman
Ridgway made the motion to accept either bid from Boone or Quaker to put guiderails
up on Cream Hill Road, whichever the highway foreman decides can do the job
quickest. Selectman Bramley seconded. There was discussion of time frame and
location of the ends of the rails.
Motion passed unanimously.
LOWER RIVER ROAD BRIDGE: First Selectman Ridgway updated the Board on the progress of the Lower River Road bridge project. The Board reviewed sketches of the pedestrian bridge to be constructed for resident’s access while the bridge is under construction. The Board discussed the contract to be signed. The Board discussed the removal of vegetation for the construction and the restoration to the site of vegetation when job is complete. First Selectman Ridgway addressed an email received of concerns on the use of rip rap. The Board discussed this and the plan of what is to be used. The Board discussed the stream bed under the bridge, fish access, bridge length and width.
ANNUAL TOWN MEETING CALL: The Board reviewed and discussed the call to Annual Town Meeting for October 28. The Board discussed the amount of funds that may or may not need to be appropriated for the bridge on Lower River Road and the anticipated amount FEMA may reimburse.
First Selectman Ridgway made the motion to sign the call to Annual Town Meeting for October 28, 2011. Selectman Baird seconded. There was further discussion. Motion passed unanimously. The Board signed the call and the Return of Notice.
RUMSEY DEMOLITION LIEN: First Selectman Ridgway made the motion to go into Executive Session to discuss Rumsey Demolition Lien, a matter of litigation, and to invite Mr. Andrew Hingson to join them. Selectman Baird seconded. Motion passed unanimously. The Board went into executive session at 10:17 a.m.
The Board came out of executive session at 11:05 a.m. No action was taken.
Meeting adjourned at 11:06 a.m.
