MINUTES OF THE

SPECIAL MEETING OF THE CORNWALL BOARD OF SELECTMEN

Monday, January 12, 2004 - 10:00 a.m. - Town Hall

PRESENT: First Selectman Gordon Ridgway, Selectman Ken Keskinen, Highway Foreman Donnie Reid, one citizen

First Selectman Ridgway called the meeting to order at 10:10 a.m.

First Selectman Ridgway made the motion to change the order of agenda to accommodate those present. Selectman Keskinen seconded. Passed unanimously.

BUDGET: The Board reviewed and discussed the highway budget with Highway Foreman Donnie Reid. Each line was reviewed; anticipated expenses, salary and Five Year Capital Plan were discussed.

STAGE AREA: The Board discussed the stage area and reviewed a drawing with Mr. Fred Thaler. Selectman Keskinen made the motion , at the request of the local acting group, to paint the back wall of the stage area half black and half white. First Selectman Ridgway seconded. Passed unanimously.

APPOINTMENTS: The Board discussed appointments. First Selectman Ridgway made the motion to appoint Charlie Gold as representative to the Torrington Area Health District Board for another term. Selectman Keskinen seconded. Passed unanimously.

First Selectman Ridgway made the motion to appoint Kim Herkimer as alternate to the Park and Recreation Commission. Selectman Keskinen seconded. Passed unanimously.

CL&P LAND AUTHORIZATION: First Selectman Ridgway updated the Board on his communication with the West Cornwall Hughes Memorial Library concerning the CL&P land next to the library. The library is interested in the town obtaining the land. The Board discussed the approximately 3 acre parcel. Selectman Keskinen made the motion to enable First Selectman Ridgway to reply to CL&P to reiterate the Town’s interest in the West Cornwall parcel. First Selectman seconded. Passed unanimously.

BILL PAYMENT: The Board reviewed and discussed Town Office/Hall project bills. First Selectman Ridgway made the motion to approve various bills from Terrall Construction Company to cover work in the Town Office and Town Hall. Selectman Keskinen seconded. Passed unanimously.

The Board reviewed a bill for Paul Prindle, Building Official. Selectman Keskinen made the motion to accept and pay the bill from Paul Prindle. First Selectman Ridgway seconded. Passed unanimously.

Cornwall Consolidated School project bills were discussed and reviewed for charges. None were paid today.
