MINUTES OF THE REGULAR MEETING OF THE
CORNWALL BOARD OF SELECTMEN
Monday, February 2, 2004
7:30 p.m. - Town Hall
PRESENT: First Selectman Gordon Ridgway, Selectman K.C. Baird, Selectman Ken Keskinen, one citizen, two reporters
First Selectman Ridgway called the meeting to order at 7:35 p.m.
APPROVAL OF MINUTES: First Selectman Ridgway made the motion to approve the minutes as presented. Selectman Keskinen seconded. Passed unanimously.
ADDITIONS TO THE AGENDA: First Selectman Ridgway made the motion to add to the agenda Schagticoke Tribal Recognition and Real Estate under Executive Session. Selectman Keskinen seconded. Passed unanimously.
COMMUNICATIONS: Selectman Baird read a letter he had received from a resident regarding the site line where Dark Entry Road enters the state highway. The Board discussed the letter and the suggestion on how to fix it.
First Selectman Ridgway presented a communication from the Town Hall Players regarding the set up of the stage. First Selectman Ridgway updated the Board on the progress of the stage renovation.
First Selectman Ridgway made the motion to authorize the First Selectman to meet with the Town Hall Players and the electrician and building official concerning the stage and to authorize the expenditure of up to $1000 to complete phase one of the lighting of the stage area. Selectman Baird seconded. Passed unanimously.
SCHAGTICOKE: First Selectman Ridgway updated the Board on the conference call last Thursday where the decision to recognize the Schagticokes as a tribe was announced. The Board discussed Cornwall as an interested party, the ramifications to Cornwall and the area of the decision, what steps are under way presently for appeal.
RESOLUTION: First Selectman Ridgway read a resolution from the Town Clerk to enable the town clerk to apply for the 2004 Historic Preservation Grant from the State of Connecticut. The Board discussed what this would enable the town clerk to do.
Selectman Baird made the motion to adopt the resolution: That Gordon M. Ridgway, First Selectman, or the Town Clerk as his Designee is empowered to execute and deliver in the name of and on behalf of the municipality of Cornwall, an application and contract with the State Library for an Historic Preservation Grant. Selectman Keskinen seconded. Passed unanimously.
BUDGET REVIEW: The Board reviewed the budget and budget requests and anticipated costs for the next budget year. Budget figures were estimated. The Board will meet with Park and Recreation and Social Services next Monday to discuss their budgets.
BILL PAYMENT: Bills were paid in the usual manner.
EXECUTIVE SESSION: First Selectman Ridgway made the motion to go into executive session. Selectman Baird seconded. Passed unanimously. The Board went into executive session at 8:55 p.m. to discuss Real Estate.
The Board came out of executive session at 9:25 p.m. No action was taken.
