MINUTES OF A SPECIAL MEETING OF THE CORNWALL PLANNING AND ZONING COMMISSION HELD ON November 28, 2006.


A Special Meeting of the Cornwall Planning and Zoning Commission was held at 7:30 pm on Tuesday, Nov 28, 2006, in the Cornwall Town Hall. Present were: members David Colbert, Lynn Cheney, Anne Kosciusko, Patrick Hare, Chris Hopkins, and alternate James La Porta. Tom McGowan was present as well as Greg Overton and Ken Also present was Land Use Clerk Tara O’Neill.

Call to Order at 7:30 p.m.

Cornwall Build-Out Draft Maps

Greg and Ken presented the latest version of the map for the commission to review. There was a discussion of the legend items on the maps which included colour selections and future changes. David brought the Town of Sharon maps for review. There was a general discussion of the possibility of two maps; one with current information and one with the potential build-out information. The mapmakers will create two different maps.

Open Space Guidelines


Tom McGowan opened the discussion with idea of getting rid of the guidelines and putting additions into the open space regulations. He suggested a list be made of organizations that accept open space land and noted that a discussion with the organizations should include the idea of accepting small parcels of land. Another suggestion of his was for the commission to meet with the Selectman for a discussion on this. A motion was passed and seconded to allow Tom McGowan to obtain information from Tom Byrne with respect to the legality and enforceability of a third party deed restriction. The vote was unanimous. The open space discussion continued on the issue of fee in lieu. The idea of applying a waiver of the open space fee or open space requirement to properties that have conservation easements already placed was also discussed.

Town Plan Update Strategy


There was a general discussion of commission member’s preferences for assignments for committees to work on. It was decided that first and second choices would be chosen. It was also noted that RFQ’s were due on November 9, 2006.


Subdivision Regulation Review and approval of the October meetings minutes was tabled to December.

A motion was made to adjourn the meeting at 10:25 p.m.
