Board of Finance

Minutes of the Regular Meeting of November 16, 2006

Present: Ralph Gold, chairman, Tom Bechtle, Anne Ingvertsen, Sally Hart, members. Ginger Betti and John LaPorta alternates. Gordon M. Ridgway, first selectman.

Chairman Gold asked Ginger Betti and John LaPorta to sit for Earl Brecher and Celia Senzer who were absent.

The minutes of October 19 were approved as presented with a minor punctuation change.

Chairman Gold proposed adding an agenda item, a budget transfer, to the agenda. The Board approved.

Gordon Ridgway said that he was concerned that a press report indicated that the approximately $40,000 in interest on the bond proceeds for the school renovation were “up for grabs” at the selectmen’s choice. He emphasized that until the financial aspects of the CCS project are wrapped up, the money will stay where it is. Chairman Gold pointed out that use of the money would go to a town meeting in any case.

Gordon said the STEAP II and III grants will go to a town meeting for discussion and a vote.

On revaluation, Gordon reported that the new reval has seemed to make land more valuable than some of the houses on them. The rule of thumb for taxes on the valuations is that town-wide, one third will go up, one third down and one third will remain the same.

John LaPorta reported on the final stages of the school project. Approvals must be sought from the Inland Wetlands Agency. Sally Hart asked about signage and lighting at the school. John said these matters are in the works.

The Board approved a meeting schedule for 2007 which set the meetings on the third Thursdays at 7:30 at the CCS Library.

Ginger moved and Tom Bechtle seconded a motion to transfer funds in the General Fund:

FROM: 01-466-100-00 Contingency $1,400

TO INCREASE: 01-423-568-07 Registrar’s Computer Printer

The audit for FY 2006 was distributed for the members to study.

The meeting adjourned at 8:15 pm.
