MINUTES OF THE SPECIAL MEETING OF THE
CORNWALL BOARD OF SELECTMEN
Monday, March 17, 2008
7:30 p.m. - Town Hall
PRESENT: First Selectman Ridgway, Selectman Bramley, Highway foreman Rick Stone, and one reporter
MINUTES: Selectman Bramley made the motion to approve the minutes of March 3, 2008 as presented. First Selectman Ridgway seconded. Motion passed unanimously.
COMMUNICATIONS: First Selectman Ridgway reported on the receipt of a proposal from CRT Recycling. The Board reviewed and discussed the proposal. Recycling of electronics will begin in the near future.
The Board received and discussed a request for use of the Town Hall.
First Selectman Ridgway reported he had received a communication from the State Elections Enforcement Commission concerning the complaint by Mr. Luther Weeks. The complaint has been dismissed by the Commission.
AFTER SCHOOL BOARD APPOINTMENT: The Board discussed appointments to the After School Board. First Selectman Ridgway made the motion to appoint Margaret Cooley as Community-at-large representative and Bridgette Lynch as PTA Representative to the After School Board, a.k.a. Extended Day Learning Program. Selectman Bramley seconded. Motion passed unanimously.
BUDGET TRANSFER: The Board reviewed and discussed two budget transfers. The Board reviewed with highway foreman Rick Stone winter bills to date and those that have yet to come in. First Selectman Ridgway made the motion to transfer $50,000 from Unreserved Fund Balance (prior year’s surplus) to Highway Snow Removal 01-425-620-50 due to weather severity. Selectman Bramley seconded. The Board discussed the town’s contingency and the need to bring this budget transfer to town meeting. Motion passed unanimously.
The Board discussed temporary highway labor and reviewed crew overtime. First Selectman Ridgway made the motion to transfer $5110 from Unreserved Fund Balance (prior year’s surplus) to Highway Temporary Labor 01-425-616-04 due to weather severity. Selectman Bramley seconded. Motion passed unanimously.
The Board reviewed with Mr. Stone vehicle maintenance and discussed repairs.
TOWN MEETING: The Board discussed the need for Town Meeting for approval of the budget transfers. First Selectman Ridgway suggested meeting before the public budget hearing of April 25 at CCS.
2008-09 BUDGET: The Board discussed the 2008-09 Budget and various increases for next year. The Board reviewed a request from the Tax Collector to increase her budget to cover costs of attending tax collector meetings and classes and increases in postage. First Selectman Ridgway made the motion to amend the Tax Collector’s budget by $750 for mileage to meetings/classes and $300 for postage. Selectman Bramley seconded. Motion passed unanimously.
The Board discussed the salary of the Administrative Assistant and reviewed the Council of Government’s salary survey. First Selectman Ridgway made the motion to increase by $2000 total the salary of the Administrative Assistant. Selectman Bramley seconded. Motion passed unanimously.
Changes will be presented to the Board of Finance.
STEAP: First Selectman Ridgway updated the Board on the STEAP application for the grant to businesses to overhaul their exteriors. The application has been submitted.
CORNWALL CHILD CENTER: The Board discussed the Child Center’s changing enrollment and possible changes.
BILL PAYMENT: Bills were paid in the usual manner.
The Board answered questions from the press.
