MINUTES OF A REGULAR MEETING OF THE CORNWALL INLAND WETLANDS AND WATERCOURSES AGENCY HELD ON JULY 5, 2006
A Regular Meeting of the Cornwall Inland Wetlands and Watercourses Agency was held at 8:00 pm on Wednesday, July 5, 2006, at the Cornwall Town Office Building. Present were members: Celia Senzer, James LaPorta and Roger Kane, and Alternates Adam Fischer and Andrew MacDavid. Land Use Clerk Colin Gold was also present. Adam Fischer and Andrew MacDavid were designated to vote.
Roger presided over the meeting, as Steve Hedden was absent.
The Minutes of the Regular Meeting of June 6, 2006 were approved as circulated.
OLD BUSINESS
Application #468 Stephen and Victoria Montifiore, Popple Swamp Road
(Kent Horticultural Services, applicant)
To construct guesthouse/garage, septic, well, drive/parking; rebuild shed; septic, fill pool, grading
Ron George, P.E. presented the application to the Commission. He summarized what would be involved in the project. Adam Fischer mentioned that he did not see the actual site. Mr. George said that the septic had been approved. James LaPorta asked about pipe issues, and Roger Kane asked whether this would be done with a backhoe. Mr. George replied that it would. James made a motion to approve the application as proposed. Adam seconded and it carried unanimously with the usual conditions.
COMMUNICATIONS
Commission members had some questions about previous applications. Colin informed them that a $5,000 bond was set and complied with for Application #462. Commission members wondered whether this would be sufficient. Roger suggested that if members were not satisfied, then in the future, the Commission should set the bond, rather than leaving it to the ZEO. On another matter, Colin said that he would check with Karl on what to do about getting the Cooks-Randall application in front of the Commission again. James LaPorta told the Commission that he had gone to the site and had measured a driveway grade in gross excess of 15%, the maximum allowable slope. Colin informed the Commission that Application #470 was determined to be void of wetland soils and therefore it was not necessary to be heard at the meeting.
