MINUTES OF THE SPECIAL MEETING OF THE

CORNWALL BOARD OF SELECTMEN


Wednesday, April 16, 2008 - 7:30 p.m. - Town Hall


PRESENT: First Selectman Gordon M. Ridgway, Selectman Kenneth C. Baird, and Selectman Richard Bramley; from HVA: Elaine Labella, Director of Land Protection and Jenifer Gunther, Water Protection Manager; 13 citizens, 2 reporters


First Selectman Ridgway called the meeting to order at 7:30 p.m.


First Selectman Ridgway explained the Hughes Memorial Library plans to those present giving the history of the negotiations with CL&P to purchase the 3 ½ acre parcel south of the library in West Cornwall. CL&P is not interested in selling the parcel at this time. The statutory procedures and order of first refusals was discussed. On surplus property the State has first refusal, then the town, then non-profit organizations. First Selectman Ridgway reviewed the septic field plans for the library and the negotiations of a license agreement with CL&P which is in progress. First Selectman Ridgway reviewed discussion of the Selectmen concerning improvement of the boat access south of the library for emergency purposes, a fire hydrant in the area and public toilets, the proposed library septic field being planned for such addition of toilets if needed. First Selectman Ridgway answered questions from those present, clarifying that the project of the Hughes Memorial Library and the proposed fishing platform are not linked together. One is not contingent on the other. First Selectman Ridgway reviewed the footprint of the renovations which is basically the same.


Elaine Labella, Director of Land Protection with HVA, presented the history of the project of the proposed fishing platform which was submitted by HVA to the National Resource Damage Fund. Ms. Labella explained the project is a very preliminary concept. HVA was not aware the town had any project planned on the same parcel. Ms. Labella presented an aerial map for review by those present of the area and the proposed plan. The goal of the project will be to stabilize the parking area from erosion and the use of grass grids to stabilize the bank yet permit vehicles to drive on the grass, the construction of a platform deck above the river bank upstream of the river access which would allow access to the river edge for fishing. The platform would not jut out into the river. Also included would be the construction of a composting toilet in the area. During this construction would be a good time to put in a hydrant line in the area. HVA has no interest in the ownership of this property. CL&P has indicated they would take responsibility of the toilet maintenance. This plan would bring access to the river not available before. Ms. Labella answered questions from the public. There was discussion of the submittal process of this plan and the process of its evolution to a final plan. Efforts will be made to include the town in decisions. The plan has not received final approval from the National Resource Damage Fund. The plan will be subject to town Wetlands and building regulations. The liability of the property will remain with CL&P. CL&P will own the boat access and toilet. There was more discussion and Ms. Labella answered more questions. Housatonic River Commission Representative Phil Hart spoke for the commission and their concerns.


When the project receives funding approval there will be a non-regulatory public meeting.
