PLANNING & ZONING COMMISSION SPECIAL MEETING AUGUST 25, 2009
Present: Regular members Anne Kosciusko (in 8:15PM), Lynn Cheney, Pat Hare, Chris Hopkins, Rick Lynn, Alternates Heidi Kearns, James LaPorta and Emily Pryor, commission staff Karen Griswold Nelson and commission planning consultant Tom McGowan.
Absent: David Colbert.
Vice chairman Pat Hare called the meeting to order at 7:30 P.M. All members participated in all parts of the proceedings.
PLAN OF CONSERVATION AND DEVELOPMENT WORKSHOP MEETING.
Copies of the final “uncorrected” drafts of all four sections of the Plan as prepared by Mr. McGowan were distributed for review and comment. The commission reviewed the drafts with direction given to Mr. McGowan as to final additions, deletions and modifications. It was noted that copies of the drafts had already been forwarded to John Miller and Tom Bechtel for correction of typos, punctuation, etc. excluding content as noted in the minutes of the August 11 meeting
The commission discussed the time frame for the final review and approval of the Plan with dates changed from the August 11th meeting timetable due to statutory requirements mandating copies of the Plan to Northwestern Connecticut Council of Governments and the Board of Selectmen 65 days, not 35 days, prior to the opening of the public hearing
With note made that the earliest date for the opening of the public hearing was mid November, and after the local elections,
September 8th – regular meeting to include review of the corrected four sections of the Plan, the introduction, the table of contents and attachments and appendixes including but not limited to mapping prepared by Northwest Conservation District as part of the Natural Resources subcommittee charge, David Grossman’s “Cornwall in the Zero’s”, the Build out map and parts of the Natural Resource study prepared by Kingsmark Environmental.
