PLANNING & ZONING COMMISSION REGULAR MEETING JULY 22, 2008
Present: Regular members Anne Kosciusko, Lynn Cheney, Dave Colbert, Pat Hare, Chris Hopkins, Richard Lynn, alternates Heidi Kearns, James LaPorta and Emilie Pryor, commission planning consultant Tom McGowan and commission staff Karen Griswold Nelson.
PLAN OF CONSERVATION AND DEVELOPMENT WORKSHOP MEETING/SUBCOMMITTEE MEETING(S)
Cultural and Community Resources; Town offices -Pine Street, (rear)
Co-chairs Lynn Cheney and Emilie Pryor convened the subcommittee meeting at 7:55PM with subcommittee members Ledlie Laughlin, John Calhoun, Joyce Hart, Louise Dunn and Becky Hurlburt in attendance.
There was general discussion of subcommittee’s charges and progress on assigned projects.

Economic Development: Town Hall meeting room - Pine Street (front)
Co-chairs/members Anne Kosciusko, Jim LaPorta and Heidi Kearns convened the subcommittee meeting at 7:55PM in the Town Hall meeting room with subcommittee members Paul Baren, Bianca Griggs and Todd Piker in attendance. Hector Prud’homme, First Selectman Gordon Ridgway and planning consultant Tom McGowan were also in attendance for parts of the meeting.
There was a presentation and discussion with Vince McDermott of Milone and McBroom and Mr. McGowan as to how the P&Z commission could structure a program to improve the commercial and village center nature of West Cornwall and Cornwall Bridge.
The subcommittee was joined at 8:15PM by members of the Housing subcommittee (as listed) with participation by all members in the discussion with Mr. McDermott and Mr. McGowan.
Adjournment at 9:45PM by action of all co-chairmen in attendance.
Natural Resources: Town Clerks Office – Pine Street (rear) or First Selectman’s Office.
Co-chairs David Colbert and Rick Lynn convened the meeting at 8:00 p.m. at the Town Clerks office with subcommittee members Jeff Lynch, Nikolle Kuehnert, Jean Boutillier, and Fred Scoville. Hector Prud’homme was also in attendance at the outset of the meeting.
The subcommittee discussed the “List of Conservation and Preservation Priorities”, the subcommittee’s “Working Draft Outline” and committee members drafts of their sections of the “Working Draft Outline”. Maps from Northwest Conservation Distract were reviewed. It was agreed to cancel the Subcommittee’s August 26th meeting, and for Committee members to forward to Rick Lynn their remaining report section drafts well before the September 23rd meeting.

Co-chairs Pat Hare and Chris Hopkins convened the subcommittee at 8:00PM in the Cornwall Free Library with subcommittee members Anne Baron, David Cadwell, Tim Prentice, Denny Frost, and Steve Heaney in attendance. There was general discussion of the subcommittee’s charges and progress on assigned projects prior to joining the Economic Development subcommittee at 8:15PM.
