PLANNING & ZONING COMMISSION REGULAR MEETING MAY 26, 2009
Present: Regular members Anne Kosciusko, David Colbert, Pat Hare, Lynn Cheney, Rick Lynn, Alternates Emily Pryor and James LaPorta, commission staff Karen Griswold Nelson and commission planning consultant Tom McGowan.
Absent: Regular members Chris Hopkins and alternate Heidi Kearns.
Chairman Anne Kosciusko called the meeting to order at 7:40 P.M. All regular members were seated for the proceedings and all alternate members allowed to participate in all of the proceedings.
Motion Mr. Colbert, second Mr. LaPorta to amend the agenda to add informal discussion with members of the Cornwall Housing Corporation as part of “Other Business to come before the Commission” and prior to all other business: unanimously approved.
Margaret Cooley, representative for the Cornwall Housing Corporation (CHC) and Brian Neff, engineer for the CHC addressed the commission for clarification of issues being raised regarding the current regulations for “buildable area” as relating to the parcel lot program. Mr. McGowan gave input in the matter in response to Mrs. Cooley’s options being considering including application to the ZBA or relying on the Connecticut Affordable Housing Law. Mrs. Cooley suggested that perhaps only one of the twelve developed parcel lots could conform to the 20,000 square foot buildable area requirement. (end of discussion – 8:20PM)
PLAN OF CONSERVATION AND DEVELOPMENT WORKSHOP MEETING.
Copies of the revised draft of the “Natural resources” section of the Plan of C&D were distributed for review and comment. The commission reviewed the draft with direction given to Mr. McGowan as to additions, deletions and modifications. Based on discussion at the last planning meeting and the recommendations for a defined regulated area to be considered in the Cornwall Inland Wetlands and Watercourse regulations, direction was given that staff address the issue with the Inland Wetlands agency at their next regular meeting.
Draft copies of the draft of the “Housing” section of the Plan of C&D were distributed for review and comment. The commission reviewed the draft with direction given to Mr. McGowan as to additions, deletions and modifications. It was suggested that commission keep an open mind as to the re-consideration of cluster regulations as part of the housing section.
