PLANNING & ZONING COMMISSION REGULAR MEETING APRIL 28, 2009
Present: Regular members Anne Kosciusko, David Colbert, Pat Hare, Lynn Cheney, Rick Lynn, Alternates Heidi Kearns and James LaPorta, commission staff Karen Griswold Nelson and commission planning consultant Tom McGowan.
Absent: Regular members Chris Hopkins and alternate Emilie Pryor.
Chairman Anne Kosciusko called the meeting to order at 7:30 P.M. All regular members were seated for the proceedings and all alternate members allowed to participate in all of the proceedings.
PLAN OF CONSERVATION AND DEVELOPMENT WORKSHOP MEETING.
Copies of the “first draft” of the natural resources section of the Plan of C&D were distributed for review and comment. The commission reviewed the draft with direction given to Mr. McGowan as to additions, deletions and modifications. Particular attention was paid as to the recommendation for a defined regulated area in the Cornwall Inland Wetlands and Watercourse regulations.
CORRESPONDENCE AND COMMUNICATIONS.
OTHER BUSINESS PROPER TO COME BEFORE THE COMMISSION.
April 27 correspondence from Charles Gold for the Cream Hill Farm LLC regarding the proposed “Sweet Peet” composting operation on the Gold/Cream Hill farm was distributed for commission review. Mr. McGowan addressed the definitions of farm and farming in the zoning regulations (Section 16) including the reference to Connecticut General Statutes 1-1q. Based on concerns raised by the commission members as the commission’s earlier action to address the matter, staff was to review the tapes for the actual motion and refer the matter to legal counsel for a legal opinion as to whether the proposed use could be legally supported.
