PLANNING & ZONING COMMISSION REGULAR MEETING MARCH 24, 2009
Present: Regular members Anne Kosciusko, Pat Hare, Lynn Cheney, Rick Lynn, Alternates Heidi Kearns and James LaPorta, commission staff Karen Griswold Nelson and commission planning consultant Tom McGowan.
Absent: Regular members Chris Hopkins, David Colbert, and alternate Emilie Pryor.
Also present: Karen Bartomioli.
Chairman Anne Kosciusko called the meeting to order at 7:37 P.M. All regular members were seated for the proceedings and all alternate members allowed to participate in all of the proceedings.
Prior to the start of the workshop meeting, Griswold Nelson asked for input on the Lacko subdivision conservation area with direction given that the commission preferred that both houses (existing and future) not be seen if at all possible.
PLAN OF CONSERVATION AND DEVELOPMENT WORKSHOP MEETING.
Mr. McGowan distributed copies of the “first draft” of the economic development section of the Plan of C&D for review and comment. The commission reviewed the draft with direction given to Mr. McGowan as to additions, deletions and modifications. Topics of discussion included projects for increased river access for boaters, walking trails and other recreational based methods of encouraging visitors to come to the Cornwall business centers.
CORRESPONDENCE AND COMMUNICATIONS.
The commission reviewed March 13, 2009 correspondence/proposed contract from Richard Harrall of Harrall-Michalowski Associates, A Milone and McBroom Company regarding “Planning Services for Cornwall and West Cornwall Village Centers”, addressing the scope of services, deliverables, time of completion and professional fees as outlined in the correspondence. With agreement that the contract as modified under the direction of Mr. McGowan was satisfactory and encompassed the needs of the commission as part of their charge in preparing and adopting a Plan of Conservation and Development:
Motion Mr. Lynn second Mr. Hare to authorize Chairman Kosciusko to move forward with the approval and execution of the Harrall-Michalowsi contract with the Town of Cornwall; unanimously approved.
OTHER BUSINESS PROPER TO COME BEFORE THE COMMISSION.
Mr. LaPorta based on his background in and expertise on alterative/green energy methods, including wind and solar power, was asked to address wind turbine regulations.
