PLANNING & ZONING COMMISSION REGULAR MEETING FEBRUARY 24, 2009


Present: Regular members Anne Kosciusko, Pat Hare, Chris Hopkins, Lynn Cheney, David Colbert, Rick Lynn, Alternates Heidi Kearns and Emilie Pryor (out 8:00PM), commission staff Karen Griswold Nelson and commission planning consultant Tom McGowan.

Absent: Alternate James LaPorta.


Chairman Anne Kosciusko called the meeting to order at 7:30 P.M. All regular members were seated for the proceedings and all alternate members allowed to participate in all of the proceedings.


PLAN OF CONSERVATION AND DEVELOPMENT WORKSHOP MEETING.

Tom McGowan distributed correspondence entitled “Town Plan of Conservation and Development 2009” (on file in Town Hall) for commission discussion. The commission reviewed and discussed what Mr. McGowan found to be in the subcommittee draft documents on file what he deemed “Missing”, “Areas of Overlap”, and “Areas of Disagreement/Confusion”. In depth discussion or “needing more explanation or clarification” was deferred to the March meeting. Particular areas of discussion included the recommendation to consider one “possible feasible solution” for the realignment of the traffic or traffic plan for Cornwall Bridge and the issue of cluster and sprawl confusion. Mr. McGowan to incorporate commission discussion and consensus into the draft documents being prepared.


CORRESPONDENCE AND COMMUNICATIONS.

The commission reviewed mapping prepared by Northwest Conservation District for the Natural Resources subcommittee with corrections to be forwarded to the District by staff.


OTHER BUSINESS PROPER TO COME BEFORE THE COMMISSION.

Griswold Nelson advised the Commission of conversations at the ZBA meeting that evening regarding review of fees for various Land Use applications and the consideration of “after-the-fact” fees. The matter was to be revisited at the next meeting.
