PLANNING & ZONING COMMISSION REGULAR MEETING JANUARY 27, 2009


Present: Regular members Anne Kosciusko, Pat Hare, Lynn Cheney, David Colbert, Rick Lynn, Alternates Heidi Kearns and Emilie Pryor, commission staff Karen Griswold Nelson and commission planning consultant Tom McGowan.

Absent: Regular members Chris Hopkins and Alternate James LaPorta.

Others present: Ann and Paul Baren


Chairman Anne Kosciusko called the meeting to order at 7:30 P.M. All regular members were seated for the proceedings and all alternate members allowed to participate in all of the proceedings.


PLAN OF CONSERVATION AND DEVELOPMENT WORKSHOP MEETING.

Copies of subcommittee reports were made part of the record with direction given that members not in attendance should be forwarded hard copies and electronic copies of all reports re-forwarded to all commission members.

The commission opened discussion of the process to move forward with the preparation of the Plan. As part of the discussion, January 2009 correspondence from Milone and MacBroom outlining a proposal to provide consulting services to the commission for a village center plan for Cornwall and West Cornwall was made part of the record with review and discussion of the documents as relating to the future work by the commission on the overall plan and in particular the economic development section of the plan. The marketing component and economic feasibility parts of the proposal were discussed with recommendations made that the proposed scope of work outlined, based on current work being done by the Regional Planning Collaborative as part of the Housing Incentive Zone grant awarded to Cornwall and other western Connecticut municipalities, needed to be re-assessed based on the overlap of the Collaborative’s work. Mr. McGowan was assigned to address the matter with Milone and MacBroom.

The commission opened discussion of a time frame for the preparation and adoption of the Plan with a preliminary time table recommended starting with commission comment on the subcommittee reports (February), questions from Mr. McGowan to subcommittee chairs (February), a rough draft of the components of the plan prepared by Mr. McGowan, (April), a compilation of the plan (May), a dissemination of the plan (July) with final consideration, public information meetings and hearings in the early fall. The commission discussed dissemination of information on the plan including Chronicle reports and a possible insert in the Chronicle and articles on the town website, etc.

CORRESPONDENCE AND COMMUNICATIONS.

The commission reviewed available funds available for the preparation of the Plan of C&D as shown in a report prepared by the financial director with direction given to staff to investigate the status of grant monies awarded in the fall.

Copies of Land Use maps as prepared by the Northwest Conservation District were to be prepared for all commission members.
